About

The Decision Support System (DSS) is a software aid to provide risk assessments for chemical and conventional munitions found in marine environment. The system was developed to support maritime, defense and environmental administrations in making decisions on management strategies for dumped chemical and conventional warfare in the Baltic Sea and the Skagerrak.

The DSS uses vast amount of information from different sources (scientific research, munitions management, legal framework, special data) and combines it, using an artificial intelligence into documents which supports case to case decision making.Risk assessment documents contain information about munitionโ€™s location, overall state, surrounding marine environment, potential environmental hazards etc. Furthermore, possible actions are recommended i.e. monitoring or destruction and describes legal framework for these.

The Decision Support System (DSS) was developed during the DAIMON and DAIMON 2 projects and is part-financed by the European Union through the Regional Development Fund. Individual modules of the DSS, developed during DAIMON and DAIMON2 project are presented in the figure below.

Daimon

The Decision Aid for Marine Munitions (DAIMON, 2016-2019) project completed previous projects research and developed methods for eco-toxicological analyzes relevant for chemical warfare agents, explosives and their degradation products. These substances originates from the First and Second World War and present a stress to marine environment and for human activities. Scientific methods turned into practical EcoTox Toolbox and combined with managerial options gave and sufficient input to develop the Decision Support System (DSS) based on artificial intelligence.

Daimon 2

The extension project DAIMON 2 (2019-2021) focused on the awareness and training of administrative end-users around the Baltic Sea in using the decision aid for marine munitions. The DAIMON 2/Practical applications project further turns tools from the EcoTox Toolbox into the Standard Operational Procedures (SOP) for an environmental impact assessment. The EcoTox Toolbox, SOP and the DSS are tested during national workshops and demonstrations for target users.Feedbacks from national workshops help to train the artificial intelligence of the system and collect imputes to refine the DSS system. The national workshops and trainings also intend to encourage administrative and other end users to apply the DSS as a support aid in their decision making.
